Town Plan
The 2023 City of Shavano Park Town Plan was crafted by the Planning and Zoning Commission between August 2022 and July 2023 and then approved by City Council as the comprehensive plan for long-range development of the City. The Commission held 8 public hearings that offered both in person and virtual attendance and issued six online surveys that received 276 responses. Numerous efforts were made to gather resident input into the Town Plan, including four Roadrunner newsletter articles, numerous social media posts across Facebook and Nextdoor, numerous text messages alerts sent to 120 people signed up under City Events text message group, and posterboards created for City events.
The purpose of the Town Plan is to proactively anticipate and set the foundation for future improvements for our community. The Town Plan was developed in 2010, updated in 2018 and again updated in 2023 to define the future goals and direction for the city. Many of the items identified in the 2010 and 2018 plan have been or are in the process of being completed. As a formal city document, this Town Plan is needed to establish a collective vision for the future and provide strategic direction.
The 2023 Town Plan is an 82-page document that includes an Executive Summary, introductory material, a Strengths, Weakness, Threats and Opportunities (SWOT) analysis and six focus areas:
- Community Engagement: Vision for City events, Municipal Tract, Neighborhood Watch, citizen volunteers and other Community Engagement Efforts
- Commercial Development: Vision for the final commercial developments of the City
- Property Maintenance Standards and Zoning: Vision for maintaining the beauty and property values of community
- Municipal Talent Management and Retention: Vision on how to attract, develop and retain top talent
- Public Infrastructure: Vision for City Roads, NW Military Highway, Hike & Bike paths, Water system, Internet and Drainage infrastructure
- Long-term City Finances: Vision for Debt Management, Revenues, and Taxes
